Conversion Value Rule Assigned to Campiagn

Can a conversion value rule be assigned directly to a campaign, or does it have to be assigned to a Conversion Value Rule Set which is then assigned to a campaign?

Thanks for reaching out to the Google Ads API Forum.

Based on the ConversionValueRuleSetOperation, you may need to set conversion_value_rules[] and campaign wherein the conversion value rule set is attached to a campaign. I hope this clears. Let us know if you have any questions.
