Linking external individual account to manager's account using google ads api

do we have any API endpoint for linking individual ad accounts (which may or may not be child account of a manager account) to a manager account(MCC account) ? 

is it necessary that the individual account should be a child account of a manager account , for the manager account to manage and access that account on its behalf ?

I would recommend you refer to the document Linking to Manager Accounts and the help center article About linking accounts to your manager account to get more information on how to link the accounts to the manager account. Also, kindly note that it is not necessary that the individual account should be a child account of a manager account.
