CAMPAIGN_LOCATION_TARGET_REPORT returning removed data?

We are experiencing an issue with the Adwords API/Reporting services.  When I run AWQL to get the list of Campaign Location Targets (using the CAMPAIGN_LOCATION_TARGET_REPORT) I am getting several records returned that do not represent what the Adwords management console is actually showing.  I get some positive campaign location targets that may have once existed for us, but no longer are tied to the campaign.  This is causing our processes to try to remove those locations from the campaign since they shouldn't be there, however we get an error from the campaign criterion service when we try to remove them because they don't actually exist. 

Has anyone else experienced this issue before?  Is there a filter or something that I'm missing?  From the docs (https://developers.google.com/adwords/api/docs/appendix/reports/campaign-location-target-report) I can't seem to find anything that excludes removed locations so there doesn't seem to be a way to filter out these bad records.

Hi Jim,

I tried testing the Campaign Location Target Report against my test account and was able to return only those Location Criterions that are currently associated with my test campaign. Those location targets that you said are appearing in your Campaign Location Target Report but are no longer tied to the campaign, were they removed via the REMOVE operation of CampaignCriterionService?

To help us investigate further, could you reply to us privately (using Reply privately to author) with the report definition you used for Campaign Location Target Report as well as the resulting data and the AdWords UI screenshot of the location targets for those campaigns in question?

Hi Ivan,

Thanks for the response.  I unfortunately don't know if/when/how the locations were removed, but chances are they were tied to the campaign at one point but removed through the CampaignCriterionService like you said.

I have privately sent you the requested info.
