You need to reach out to the Google Ads product support to get this resolved. The underlying error is CUSTOMER_BUDGET_ERROR_CUSTOMER_NEEDS_INTERNAL_APPROVAL, which is not something we can resolve from the API side.
I'll separately discuss with the relevant teams whether we want this error exposed in the public API (and if yes, what's a more developer friendly name / description for it).
