Compiled download for google-ads libraries v12 and v13 build 23.0.0

Silly question but I can't seem to find compiled downloads for google-ads libraries like v13 

I can only find the sources 

https://github.com/googleads/google-ads-java

And a maven repo that does not have them either ( it has a 176kb jar ) 

https://repo1.maven.org/maven2/com/google/api-ads/google-ads/23.0.0/
