The AdWords API provides Remarketing and Audience Targeting which shows ads to people who've visited your website or used your mobile app. Kindly visit this link for more details regarding audience targeting and the different types of audience that is currently supported in the API. The guide also shows you on how to create an audience depending on the type and how to associate them to entities (e.g. campaign and ad groups). You can also check the code examples here for reference.
