With regards to your first concern, based on our documentation (https://developers.google.com/google-ads/api/docs/keyword-planning/generate-historical-metrics), the averages monthly searches is 12 months, and the approximate monthly search volume is only per months. You can use historical metrics to reduce a large set of keywords to a more manageable size based on the performance. However, if you already know the keywords you want to use, you can skip historical metrics and go straight to forecast metrics.
Moving forward to your second concern, for automatic keywords searches via Google Ads API, you may refer to the Keyword Ideas documentation. Using the KeywordPlanIdeaService, you can search for new keywords that are relevant to your Google Search campaign, or find historical metrics on keywords.
However, if you want to create the keyword searches via the Google Ads UI, then I recommend reaching out to the Google Ads Product Support Team for further assistance. I would like to clarify that, when using the GenerateKeywordHistoricalMetricsRequest, the historical_metrics_options field is the options for historical metrics data. If the year_month_range is not specified, metrics for the past 12 months are returned. Please note that search metrics are available for the past 4 years. If the search volume is not available for the entire year_month_range provided, the subset of the year month range for which search volume is available are returned.
That being said, you may pass year_month_range field in your request.
