CLICK_MISSING_CONVERSION_LABEL returned when uploading offline conversion

I have an odd problem that involves a particular click that will not upload.  When I try to upload it I receive the response OfflineConversionError.CLICK_MISSING_CONVERSION_LABEL.  Another upload of a click for the same customer account with the same conversion succeeds.

I have read a similar post here from November 6th that sounds like the same problem, except in that case the conversion didn't exist at the time of the click.  In this case the conversion has existed for several months.

The gclid of the click that cannot be uploaded is CJrdgc75wsMCFS0Q7AodHkIAmg (yesterday).  The gclid of the click that uploads successfully is CM-g9Z6QvMMCFYM9aQodSXsADA (Jan 30th).

Are there any other reasons why the upload might fail with this error?

Hi,

Have you retried uploading the offline conversion that was failing? That click occurred on 2015-02-03 and you attempted to upload conversions for it on the same day. Per the Data availability rules, all clicks for a given day may not be available until 3am PST the next day.

Yes, I just tried re-uploading the conversion.  It failed with the same error.  In fact, all uploads for new clicks since the beginning of the month are now failing with this error.  At the same time, I am able to re-upload clicks from January successfully.  All of these clicks (both months) have the same customer ID and conversion name.

One other note: we never attempt an upload until 24 hours after the click.  The click with GCLID CJrdgc75wsMCFS0Q7AodHkIAmg was received on 2015-02-02 04:30:12 according to my records.
