Track offline conversions without form on website?

Hi,

Is it possible to track offline conversions via email/phone only and not through GCLID? We take bookings through a third party software on valleydental.au instead of using our own web form. Unfortunately we are unable to place a conversion pixel within that booking form.

We can extract customer data through the software's API and then upload hashed data to Google via Google Sheet. I am just not sure if it's possible to do it that way or if a website form that is configured with Enhanced Conversions For Leads. 

I don't know how the Google ads API work but if someone has a better recommendation on how we can track offline conversions I would love to hear it.

Kindly note that it's not possible to track offline conversions via email/phone only if you don't have GCLID. As per the API documentation, you can upload enhanced conversions for leads without having captured GCLIDs. This guide provides a list of the different types of conversion actions you can create using the Google Ads API, information on how these map to the Google Ads web interface, and a detailed code example demonstrating how to create new conversion actions. To measure conversions, set up a ConversionAction for the type of conversion action you want to track. For example, an online purchase and a phone call require different conversion actions. Also, I would suggest you to refer to the 'Import offline conversions' documentation for more information.
