Targeting Devices in Campaign

Im trying to target devices in campaign but nothing is working. I've tried everything that has been mentioned in the documentation regarding device targeting. Here is the code i've been using to target a specific device for my campaign

is there another way to add bid modifiers? because i've been able to add languages and location in the same campaign successfully. Any help would be apriciated
