Issue extracting Search Volume breakdown by location (province or city) in SPAIN

Hi there, 
We are sending queries to Google ads to extract search volume for specific keywords and the breakdown is a monthly basis and we also need to have each location by Provinces - not regions.

Running the queries works properly using  coordinates  or even googe location id's. 

We recieve data but after some comparisons we realize that google was sending us data for Location code SPAIN, not for the requested provinces.

Attached 2 screenshots when using location ids an coordinates for Provinces. We get location code 2724 that corresponds to SPAIN.

Later using location codes for REGIONS (not provinces) seems works properly.

We also used Google ID's for location provinces (attached also) but when running the queries we get a "unknown" as answer.

Our concern is that on the keyword planner tool in google ads we see this data correctly, but when requesting through API is not.

Do you know how to request this data throuugh API to pull location codes (province or cities)?
