Listed Recommendations are NOT available through API

I have an account with the following recommendations . But the API response doesn't have all the recommendations like Responsive search ads  recommendations.

Moving forward to your concern, the RESPONSIVE_SEARCH_AD falls under the Ads & extensions category in the UI. The RESPONSIVE_SEARCH_AD recommendation tells you to add a new responsive search ad for the improvement of the performance of your account.

To start off your recommendation, you can follow this  guide and you may check our recommendation resource you can visit it here. In addition, you can make use of Query Builder and Query Validator to help them construct and validate queries. Let me know if it works for you.

The closest API recommendation that you can use, with your UI screenshot as reference, should be the RESPONSIVE_SEARCH_AD_ASSET. Let us know how this goes on your end.

I really appreciate your effort. But it shows like this : RESPONSIVE_SEARCH_AD_IMPROVE_AD_STRENGTH (I just downloaded the recommendation and the excel sheet verified this campaign)

I run a query using your cid and it turns out that it is matched from the screenshot that you've provided. With this, we highly suggest to try to run a query using this GAQL and select the recommendation.type.

Based on this article, The Recommendations page looks at your account's performance history, your campaign settings, and trends across Google to automatically generate recommendations that could improve your performance. You might not see any recommendations if your ads recently started running, but be sure to check back again soon — Google Ads regularly discovers recommendations for you and also launches new recommendation types.
