Intermittent issues with AdWords API on Sep 1

On Monday, September 1st, many users in Europe encountered problems accessing the AdWords API endpoints. The most common errors were of the form:

• Fatal error: Uncaught SoapFault exception: [WSDL] SOAP-ERROR: Parsing WSDL: Couldn't load from 'https://adwords.google.com/api/adwords/cm/v201402/CampaignService?wsdl' : failed to load external entity "https://adwords.google.com/api/adwords/cm/v201402/CampaignService?wsdl"
