Based on the provided information, I understand that you can create a hotel campaign from the Google Ads UI without a hotel center account. However, when attempting to do the same through the Google Ads API, you encounter errors. Kindly note that creating a hotel campaign without a hotel center ID is not possible via the API, as this parameter is mandatory and must be included in the API request. I would recommend you to kindly refer to the "Prerequisites" documentation for more information. Also, I would suggest you to refer to the "Create a Hotel Campaign" guide as it explains in detail how to create a hotel campaign using the Google Ads API.
