Deferred DeepLink-Create link Id-"The Provider ID you entered is not vaild"

In order to use Deferred DeepLink, I applied for a new MCC account and applied for the App Conversion and Remarketing API, I haven't received any email from the API application, but the Access level in the API Center is already Basic Access, so I'm going to create a link, and I'm going to enter the new MCC account ID, but it says "The Provider ID you entered is not vaild". After I entered my new MCC account ID, it shows "The Provider ID you entered is not vaild", what is the situation?
