Dr. Reynolds:
Howdy, and good afternoon. Crossover deadline has passed and the results for NCMS were very good. Many thanks to Amy, Chip and Dave for their extraordinary efforts in a very challenging and high-stakes crossover environment. Here is the quick and dirty:
1. Single specialty ORs will be studied (again). H177 was changed to a study.
2. The hospital-supported bill (H83) to raise the thresholds for CON and relax the law for incumbent providers, which we opposed, did not make crossover deadline.
3. The House bill repealing physician supervision of nurse midwives did not make crossover and is technically dead until 2015. Nothing is ever really killed anymore, but it will be much harder to get the repeal moving again this session. We believe the bill’s proponents will make an effort to include a study of this issue in the budget.
4. The Senate bill decriminalizing the unlicensed practice of midwifery (S107) did not make crossover deadline and are dead until 2015. Same codicil as in #3. Note carefully that another Senate bill licensing lay midwives (S106) contains a fee provision (although not a specific amount), is not subject to crossover, and is eligible for immediate consideration.
5. Pharmacist immunizing authority was expanded, but the NC Academy of Family Physicians brokered the deal with NCMS support, so they are reasonably happy with the changes that were made.
Session resumes on Monday. The budget is still uncertain and we should be prepared for unpleasant changes in Medicaid for 2013-14. Governor McCrory is expected to appoint a task force to study Medicaid managed care, and there is some chance of a special session in late Summer or early Fall to pass Medicaid reform. In any event, the Summer will be extremely busy addressing Medicaid issues.
