In the Atharva shiras Upanishad - atharvashira upanishad there is a vishwa rupa of Rudra where all the gods including Vishnu are present. Those who find this Upanishad offending have tried to twist the meaning of this Upanishad to say that 'Rudra is replying as his antaryamin Vishnu'.

महेश एव सम्पूज्यो मुक्त्यर्थिभिरहर्निशम् |
यतो महेश्वरः साम्बो मुक्तिदः सर्वदेहिनाम् || १५२ ||
न रुद्रादपरो देवो भगवानिति गीयते |
तस्मात्स भगवान् रुद्रो भजनीयो मुमुक्षुभिः || १५३ ||
भगवन्तमुमाकान्तं भजन्ति भवभीरवखः |
ने रुद्रादपरो देवो भवभीमभयापहः || १५४ ||
यो "यो वै रुद्र" इत्यत्र वैकारो वर्तते द्विजाः |
स एवकारस्तेनान्ययोग एव निषिध्यते || १५५ ||
भगवान् रुद्र एवेति वैकारेण विनिश्चिते |
रुद्रान्यो भगवान्कोऽपि नेति निश्चीते द्विजाः || १५६ ||
भगवन्तमुमाकान्तमनन्या ये भजन्ति तान् |

The highlighted lines say: The particle 'vai' (indeed, alone) found in that Vedic passage is in the sense of emphasis, 'eva' which prevents any other meaning than what is conveyed by the passage directly. The particle 'vai' says that decidedly it is Bhagavan Rudra.
