Update site latency for Eclipse

I'm testing the latest build of the upcoming Eclipse for Mobile
Developers package. I'm getting really slow throughput from
https://dl-ssl.google.com/android/eclipse/. It's not my ISP and if I
update from eclipse.org, it's reasonably fast. It's taking a lot of
time on the packages from the Google update site.
Is the update site getting slammed or DDOS'ed?
BTW, I'd like to open an invitation for others to try out the package
and test their projects. After Juno is released, this should be the
package used to start Android development. I've smoke tested with both
ADT18 and the ADT20 preview, but we need more people pounding on it.
