GURUGRAM: In a move likely to impact thousands of residents of DLF 2 and many people working in Cyber City, DLF 2 is set to become the city's first plotted community that is also gated, implying restricted access for outside traffic.

DLF 2 is located between three major roads — NH-8, MG Road and Golf Course Road. Many non-residents use its internal roads —
Jacaranda Marg, Bougainvillea Marg and Akashneem Marg — to cut through and avoid traffic jams, especially during peak hours.

"Crime in the township increased in direct proportion to the number of outsiders who used its narrow roads. Hence, we've decided to turn the area into a gated society," said Umesh Gupta, president, RWA, Progressive Residents' Association.

Manned drop gates will come up at all six entrances — on Akashneem Marg (one each on City Court Side and on NH-8 side), L Block, The Central Arcade, Bougainvillea Marg and Jacaranda Marg. "We'll have RFID tags on cars of all residents for identification. People visiting residents will have to enter details in registers. Four gates will be reserved for residents, while commercial vehicles, including cabs, will be be allowed use of the two other gates, after registration," said Gupta.

While the arrangement won't be as restrictive as in condominiums, it will have an effect on access. Governed under Haryana Apartment Ownership Act, 1983, condominiums can restrict entry of outsiders, while plotted colonies, governed under Huda Act, 1977, can only regulate their entry.

A meeting of various stakeholders has been called on August 15 to work out finer details. Residents have received permission to install six gates on the township's periphery. They had earlier written to the CMO, complaining of rising crime, following which, a committee was formed to assess the feasibility of installing gates in a plotted mini township.

 


The committee, which consisted of former deputy commissioner Hardeep Singh, DCP (East) Deepak Saharan and DTCP officials, has approved the request. "The government has been extremely considerate in giving us the permission," said R C Grover of the RWA.

 


Residents said for a month last year, they experimented with manning entrances of the colony, and it had positive results. As per estimates provided by their security agency, in just a month of monitoring access, the number of vehicles using the colony's internal roads to take short cuts fell by 70%.

 


"Police also told us no major crime took place during that period," said Grover. However, residents face fresh challenges. One is to take off all other gates within the township, as the government has told them no gates other than these six will be allowed. Another challenge is to balance interests of stakeholders while ensuring ease of use for residents.
