ColdFusion - Contract Job - Event Managment App

Milestone Data is currently looking for a team to create the following
app for a client.

Project Description: The client wold like an Event Managment Program
with the same features as this product:

To answer your questions, this information may help:

1. The entire project will need to be completed in 30-60 days.
2. Because of the size of the project, we do not expect that one
person will be able to complete it in time.
Our goal is to find a team that could handle the project. Although we
do have a designer than can assist with layout.
3. the team will produce this in Brazil but will be hosted on our
servers in the US. This will be a 100% web-based application.
4. DB - we prefer MS SQL Server 2005
5. this needs to be Object Oriented ColdFusion using MVC and a
framework like Mach-II
6. Budget- we have already reaceived 7 bidgs ranging from $1,500.00 to
$5,000.00 US Dollars
7. Payment- if your estimate meets our budget, we will discuss payment
details

     I looked at the PDF file and it looks like you have about 9 different sections to this application that needs to be developed from the ground up. You got: Booking Calendar, Booking Wizard, Event Details, Contact Management, Floor Plans, Actions, Catering, Resource/Inventory Management. Then you have 4 different modules called: Enquiry Module, Attendee Module, Booth Module, Accommodation Module. You also talked about having Searches by Criteria and also work on importing data.
     Is all of this work expected to be accomplished in 30 to 60 days using Object Oriented programming a MVC framework?

I hate to be pessimistic but that sounds unrealistic to me. There is a lot of work involved in studying the current system to fully understand what the needs are. Also, a throughly understanding of what kind of database you have and if it needs to be re-written or tweaked. There is so much to be analyzed beforehand that it sounds kind of unrelistic to set the lifecycle to only 60 days. I could be wrong.
 
How much are you willing to pay again? What's the budget like? Can the lifecycle be extended to maybe 4 months instead?
