How do enable security settings for JavaScript to add/modify annotations?

I'm writing some JavaScript that changes how some of the annotations
in my PDF document appear - or at least that's my plan.

The problem is, changing annotations throws a security exception.

What is the easiest way to tell Adobe Reader that it's OK, changing
annotations should be allowed? I've downloaded the Adobe document
describing how digital signatures can be used, the problem is that
document comes from the point of view of "here's how to create a PDF
file that allows you to fully and legally trust the contents". I'm
not worried about that, I just want to have some control over how
things look on the screen.

Is there a simpler method of just saying "this document allows
annotations to be modified", or do I have to go full-bore and
digitally sign the document etc.?
