Philosophically speaking, nothing's free. If by "free" you mean, of course,
"fully functional without requiring monetary payment" then the answer to
your question is, "Yes."
One example is the Cartoonr effect from New Blue F/X. It is fully functional
(although technically it is an old version) and does not cost anything in
terms of money. It does what it does well, too. They do have a newer, more
robust version for sale, but the original Cartoonr is not a stripped down
version or anything, just older. I have downloaded it, installed it (in
Premiere Pro CS4) and watched it correctly filter my video. No money changed
hands.

I don't know of any others, but you might also look for After Effects plug
ins. The newest version of Premiere Pro supports AE plug ins, so there may
be some that are both free and that would work. Creative Cow
(www.creativecow.net) has a pretty active After Effects forum, and might be
a place to hunt. A Google search for "video editing forum" turns up a lot of
different places where people are probably talking about this kind of thing,
although I wasn't familiar with most of them. VFX Talk (www.vfxtalk.com) is
more dedicated to visual effects than video editing, but the topic does come
up and they also have a pretty active After Effects forum. The Plugin Site
(www.thepluginsite.com) has several plugins for all sorts of Adobe products,
and I think some of them are free; you might check there, as well.
Is there a particular type of plugin you're looking for or a particular
problem you're trying to solve, or are you just wanting to build a list of
plugins?
