It is possible to stop an action (using the insert stop/continue) and then resume by clicking "play" in the action pallette.
Sadly, it does not work if the action is invoked in a batch. (File>automate>batch). The batch processor won't allow you to pause/resume, only to skip the current photo and continue with the next one.
Who knows a solution?

It's pretty much all or nothing on pause/resume. So from that standpoint ALL your images *could* be paused for editing, or none of them, but not some of them. Exactly HOW is dependant on what you need to do. In most cases, such as touch ups etc., you're right, but in some cases (cropping, etc.) you *can* pause for editing. So a little clarification on that will help.
The best workaround for what *I* have to do in terms of batch processing and editing, is that I separate "manual" edits from those that are to be batched by placing them in separate folders.
