They're color libraries, and if there were similar files associated with Photoshop, they would've shown up as well when I searched my hard drive. (then again, I run Macs, so not all files have an extension associated with the filename.)
I don't see the file extension ".acf"預s associated to color libraries様isted on the WhatIs.com File Extension List page <http://whatis.techtarget.com/fileFormatA/0,289933,sid9,00.html>, but they do list it as follows:
ACF .............. HTTP character file (Microsoft Agent)
... for whatever the heck that's worth.
Are you sure you have that extension spelled right? And what source of information informed you that you'd want to install the "*.acf" file you have so that it worked in conjunction with Photoshop?
Further research addendum: I see from another file extension list <http://www.icdatamaster.com/a.html> that "*.acf" is also an extension designating it as an Adobe Custom Filter for Photoshop. This would be a file generated by FilterFactory. Just out of curiosity, what's the rest of the name of the file?
Try dropping that file in your Plugins folder, restart Photoshop and see if it shows up in your "Filters" menu.
