Filter > Render > Clouds won't use BG, FG colors

Hi. I'm having trouble getting the Render > Clouds filter to use the bright and dark colors I've specified for the background and foreground colors. Every time I apply the filter on an empty layer I get a gray scale graphic.
Would someone please tell me what I'm doing wrong??

In 16 bit and 32 bit modes, the plugin can't get the foreground and background colors (the API only has them available in 8 bit precision), so it defaults to black and white.
In 8 bit/channel, we still use the fore/back colors.
