Creating menu item actions

I can't get PS7 to accept menu items as actions. I used to have items such as "Image Size" assigned to an F-key to call up the dialog box, but now I have to pull the menu down and the action retains all the settings. How can I make the action just call up the dialog box with no settings like it used to in v6, 5, etc?

Use the Insert Menu Item command from the actions palette.

Photoshop tells me I need to pull down the menu to create the action for a menu item. Using that command embeds the current settings in the dialog box in the action. I want to just call up the dialog box and enter the settings myself. In the past you could just pick a menu item and assign it a button in "Button mode" and it would open the dialog box.
