This problem is normally caused by a need for you to perform system housekeeping. Use Windows Explorer and go to your "username"\Temp folder and empty it. (in XP that would be C:\Documents & Settings\yourusername\Local Settings\Temp). Then Defrag your working hard drives. You MUST be logged in as the System Administrator not only to install the program, but to use many of the functions of the program (or have the administrator assign you, the user with full administrative rights. Also be sure not to have anything Norton on your system. For most systems Norton is very intrusive to graphic progrmas, particularly from Adobe.

That wasn't the directions for installing the parser fix. Try this:
You need to download the parser fix from http://www.adobe.com/support/downloads/detail.jsp?ftpID=933 <http://www.adobe.com/support/downloads/detail.jsp?ftpID=933>, read the instructions prior to downloading the "parser.exe" file, but particularly pay attention to where you download the file.
Open Windows Explorer and path to the folder you stored this parser.exe file in. Double click parser.exe. "parser.exe" is a self extracting compressed ZIP file, which contains two files. When you initate the self extraction, these two files will become uncompressed and stored in another folder.
Note where that folder is and it'll probably be in C:\Temp\Adobe folder. The two files that will be extracted are: "Readme.wri" which are the instructions (a bit inadequate). The other file is also named "parser.exe" but it is NOT the same as the first file. It's the installing utility which will automatically remove the EPSParsr.8by file from PhotoDeluxe\Plugins folder and will replace it with a new one of the same name. This is the fix.
Be sure to save either one of the parser.exe files and archive them somewhere in case you ever need to reinstall PhotoDeluxe again. You'd need to do this again.
Now you should be able to open your Templates and use them.

That's the parser file update that I used. If you properly installed the updated one, it should be found in your PlugIns folder of PhotoDeluxe as: EPSParsr.8by file and if you right click on it, the modified date should be Nov.10, 1998.
Remember that the parser ONLY fixes your ability to use PhotoDeluxe Templates.
