The only thing that the parser fixed was the ability to open and use Templates in PhotoDeluxe. What might you also have running on your system that might be interfering with PhotoDeluxe? Do you have Norton Utilities, System Works, CrashGuard, Anti-Virus? or Command anti-virus or AFG anti-virus? If so, you have to uninstall it/them, uninstall PhotoDeluxe, Uninstall any of the listed items, then reinstall PhotoDeluxe. Keep the programs off your system. See if that fixes things.

If you did an upgrade to Windows XP on a system you had Windows98/ME on, then many programs need to be reinstalled (including PhotoDeluxe) in order to run well. Windows XP makes different Registry entries for programs than earlier versions of Windows did and therefore you might experience some problems with the program without reinstalling it after XP has been installed. You might try that.

I've used the link you provided as well as the one from the website to download the new parser, which I've done. However I didn't see the .exe extension on the EPS parser icon (a three-D looking E shape) but clicked on it anyway and still got the same message as above. Can you help? THanks.
The EPS Parser fix is needed, but that ONLY fixes the problem with opening Templates in PhotoDeluxe. To get that fix, download the parser.exe file from http://www.adobe.com/support/downloads/detail.jsp?ftpID=933 <http://www.adobe.com/support/downloads/detail.jsp?ftpID=933> and follow instructions for how to install it.
Pay attention to where the parser.exe fix file will be downloaded to. Then use Windows Explorer to path to that file and double click it. Note that parser.exe is a self extracting ZIP compressed file and will contain two files: 1) Readme.wri and 2) parser.exe. Note again where these files will be placed (usually in C:\Temp\Adobe folder). Path to that folder when it's downloaded. Note that the parser.exe file in C:\Temp\Adobe is NOT the same file you downloaded. It has the same name but different not the same function. Double click this new parser.exe (or read the instructions in Readme.wri file) and it should remove the EPAParsr.8by file in PhotoDeluxe\PlugIns folder and replace it with the new one. this should fixe the parser problem.
Be sure to save the second parser.exe file archived somewhere just in case you ever have to install PhotoDeluxe again, as you'd then have to do the same thing.
