subforms and flow problem

I have created a form whose main container is a flow subform. Inside
this flow subform are positioned subforms. All is good EXCEPT where the
positioned subform spans a page. I have allowed pagebreaks within
content in my positioned subforms.

When I need to add something to the top of that subform, I move all my
fields down. Then everything goes bezerk. The moved fields do not spill
onto the top of the next page, rather they go down to the bottom of the
next page, leaving an almost blank page. If I select those fields and
move them up, the subform gets bigger and bigger and bigger, spanning
multiple pages.

I don't get it. What am I missing?

The form will contain buttons to add additional subforms, which is why
the container is flowed.
