Script or app to set title metadata to the filename

I have seen scripts that set the file name to match the title, but not set
the title to match the filename. Anyone? Even a commercial application is
okay, as there will be hundreds coming in the future.

Mac is preferred, but Windows is okay.

This is for a very specific project, so please don't remand me as to this not
being a wise thing to do. If the title on the document's cover is not even
close to the file name, that is fine: If the cover says "Chicken-Salad" and
the file name is "Roast_Beef", the metadata must be "Roast_Beef."
