I would like to create a single two sided 11x17 folded company brochure. From what i've read, it appears that you can set it up as either a two page 11x17 or a four page 8.5x11 spread. My questions are:
1. Is it better to setup the document as a two sided 11x17 spread or a 4 page 8.5x11 spread?
All pdf templates from online printers i've seen so far are set up as 2 (front & back) 11x17 pages. However, Microsoft Publisher sets it up as a 4 page booklet with pages 1 & 4 linked (outside) and 2 & 3 linked (inside).
Setting up multiple pages allows the printer to reposition the pages
for correct printing. In this case the brochure will be printed as an
11 X 17 spread with front and back. The other reason to set up
separate pages is to allow InDesign to control bleeds and crops. In
this case they are both handled with the 11 X 17 format.
The fold marks can be added to the page on a separate layer outside
the bleed area and you can make them export to PDF by using the Slug
setting.
Remember to ask your printer where the fold marks should be, in order
to account for creep.

If you were doing it on your local laser printer you would set it up for
the size of paper in the paper tray.

I checked with the service bureau. They said just to set it up as a 2 page 11x17 landscape with .125 bleed doc.
It gets more ambiguous when you're talking about multi-sheet jobs where you have to choose between the simplicity of working on pages in content order or the technically more efficient print order. There, working in page size and letting the app handle imposition on the print-size sheets can be a relief.
