Table of contents and the order of multiple text frames

Hi. I have a two column format document. The main heading 1 on the top
of the pages are in a separate (unthreaded) text frames from the body
text. When I generate a TOC, the order of the entries is not what I
expect. It lists any Heading 2 items from columns first, before the
Heading 1, even though the Heading 1 is at the top of the page.
(Having the heading in a different text frame is obviously
complicating things). Any workaround to get the heading 1 listed in
the TOC before the other items on the same page?

In your TOC style dialog, reorder the paragraph styles; Heading 1 before
Heading 2

thanks for the suggestion, but it didn't work, heading 1 is already
ordered before heading 2 in the TOC style dialog.
Indesign doesn't know that heading 1 is at the top of the page. The
TOC obviously only works from styles in single threaded frames
