i would like to use a jpeg image as the fill on several objects in a
illustrator file. can this be done as a swatch, or a pattern?
alos, can i use the image as a basis for a new style or swatch?

Sure: you have the .jpeg image on the bottom, and the object on top ....
select them both .. go to >> Object >> Make >> Mask.

That should do it!
