when i add stroke weight to a path, the stroke gets added to both sides of the path (a two point stroke = 1 point stroke on one side of the path and another point stroke on the other side).
sometimes i can't snap to items and align items very well because of a thick stroke.
Is there anyway to make it so that it's all on either the inside or outside? Either that, or reset the bounding box to include the stroke?

Effects>path>offset path (eith the negative numbers) moved the stroke into the path. which is great, but in doing so it 'shrank' the size of the object by the amount of the offset.
Is there anyways to do this while the object's appearance stays the same?

lets say i have two rectangles, both are the same size, one is just a solid fill w/ no stroke (a), the other has a stroke w/ no fill (b). If i increase the stroke on rectangle B, Rectangle B will get a lot bigger than rectangle A, even though the path is the same dimensions. Dave's suggestion will fix somethign like this. since it'll push the stroke back into the original path

But if i were just randomly drawing things and applying thick strokes, and i use the offset path trick, my drawings will become smaller after i apply the effect. which doesn't preserve the way the jobject looks originally. Is there anyway now to push the path out to the edge of the stroke instead of pushing the stroke into the path?

It sounds like you might just want to turn on the "Use Preview Bounds" option for the Align palette (see its menu.) The option is also available on General Preferences.
This will cause the Bounding Box, Align palette, and Transform palette to measure objects by the area that their preview covers, including strokes and effects such as drop shadows, instead of by their anchor points and bezier outlines.
Snapping will still happen to the anchor points, though.
