I've fixed it - I think it's something to do with Unversal Access (from the system Prefs) I killed that used Force Quit via the Activity Monitor. And it seems to work on Restarting the APP...

haha!

have tried EVERYTHING (my CS3 also suddenly stopped working with the hand space bar and shift scale stuff)...tried everything suggested, but then in a fit of futility after reading these threads, I quit firefox and went back into illustrator to see if I could resolve..... Now they are working so it must have been the 15 firefox windows I always have open.

I had to stop my VPN connection (Secure Clinet) for this work again. Very frustrating if I need to be doing something in illustrator while connected to my work email. This is clearly a bug that needs to addressed. Can anyone suggest a fix so that both can be running at the same time without issues? Thanks!

Can you provide any more information on "If you have any process open that holds a port to the internet open then the modifier keys are blocked."?

Killing boxee's remote service did in fact solve my shift-key in Illustrator problem, but your description of "any process open that holds a port to the internet open" would seem to apply to most of the apps running on my computer at the moment (web browser, email client, ssh client, etc).

Mostly I'm referring to services like a VPN or software like Quicken Scheduler, older versions of Microsoft Entourage and Word. This problem has been around for quite a while. While I have no definitive place to tell you to go to read about this, shutting down these offending items will clear the problem.

I had the same issue and can confirm that turning the off "Remote Always on" preference in Boxee fixes this.

This was bothering me for weeks! Thanks guys :-)

I had the same problem, but I think mine was caused by a stuck key (possibly related to the spillage of tea on the keyboard).

I haven't worked out which key is stuck, but I think it's F16, F17 or F18. When I pressed one of these again, the Illustrator problem disappeared.

Realise I'm digging up an old thread -
I'm running an old version of Firefox (3.6.28) and Hotmail seemed to be the offender. Once I closed my Hotmail window, both the hand tool, and proportionate scaling with the shift key both worked again.
