How to thinly underline headings from left to right margin

I'm trying to put together a document and I'm wondering if more
experienced FM users can suggest how to do so without using so many
frames. The following is a trimmed down MIF of a sample document from
which I removed as much MIF as possible without disrupting the
document content (36KB).
The problem is the headings. They have a /thin/ underline that
extends from the left margin to the right margin. There are 2
problems with trying to achieve this underline.
The first is that the underline is much thinner than the normal
underline, so I have to draw the line instead of turning on
underlining as a font feature. Even if one were to use underlining on
the character designer (or the font tab in paragraph designer), it is
tedious to pad the right side with spaces so that underlining extends
to the right margin. A right aligned tab at the right margin doesn't
do it because the open space traversed by the tab is not underlined.
To avoid fine tuning the padding spaces, one could always put extra
spaces that extend beyond the right margin, but the text spacing seems
to vary depending on the amount of excess padding space. This doesn't
seem to be prevented by setting word spacing to 100% (min & max in the
advanced tab of paragraph designer). I also unchecked automatic
letter spacing.
I did the next best thing, which what is contained below. For each
heading, I create an anchored frame at the position of the cursor,
within which I place the thin horizontal line, and a text box for the
text of the heading. It is not elegant, but it works. However, it
does have a drawback. The text flow of the headings are not the same
as that for the bullets. If I generate a PDF and the reader
highlights everything to paste it into (say) Word, the headings will
not show up in the same order show, relative to the bullets. The same
thing will happen if the PDF is saved-as or coverted-to text. So if
possible, I'd like to have these horizontal lines under the headings
without resorting to drawing them in an anchored frame.
If anyone could suggest a way, thanks a lot. I am using Framemaker
6.0 on Windows 2000.

I have not tried to load your MIF, but I think you just want to add a
rule (line) to a heading (paragraph format). Frame provides a reference
page, where you can construct lines or any other graphics that you want
to associate with a paragraph format. Try creating your rule in the
reference page (view->reference pages), or use one of the examples
already there, and then use
Format->Paragraph->Designer->Advanced->Frame[Above|Below] to select one
of the reference frames to include in the heading paragraph format.

Thanks, Ned. I found this method to leave too much space between
the heading and the underline. What I did was to create a 2nd
paragraph after the heading paragraph whose sole purpose is to
host an anchored frame. The two paragraphs can be made to occupy
the same physical line by setting a negative space-after the first
and space-before the 2nd.

Is the line up as far as possible, against the top edge of the enclosing
frame?

This works for me:
1. Leave the header as it is.
2. Create a new paragraph format (ruler or something) and add the Below Pgf
frame to that format.
3. Change the heading format Below Pgf space (I used -12 pt on a 12 pt
font).
3. Adjust the Above Pgf space (I used -2 pt) on this ruler format to get it
closer to the heading.
If you want to, you can make the rule go *through* the heading text.

Purpose:
To adorn a line of text (e.g. a heading) with a graphic (e.g. a
thin underline from left to right margin). And to do so conveniently.
How:
Use 2 adjacent paragraphs, the 1st for the heading text, the 2nd to
contain the underline (or whatever adornment you choose). The 2
paragraphs are made to occupy the same physical line by specifying
negative space between them. Go to Paragraph Designer, Basic tab;
then, Space Below Pgf for 1st paragraph, Space Above Pgf for 2nd
paragraph. The actual spacing is the most positive of the 2.
The 2nd paragraph's format can be specified as the next-paragraph-
format for the 1st paragraph.
There are a number of ways to place the underline into the 2nd
paragraph. For example, an anchored frame can be used. However,
it is more convenient to refer to a predrawn adornment as part of
the paragraph format. The adornment must be put into a reference
frame and reside on a reference page (see the help for reference
frames, and the link to adding graphics to paragraph formats).
Having the graphic as part of the paragraph format not only saves
you the trouble of putting it there each time, but it is robust
against accidental erasure.
The positioning of the adornment can be fine-tuned via the negative
spacing between the 2 paragraphs.

Yes. You have to admit, though, many issues just couldn't be
inquired about without it. The internet (and usenet in particular)
must have advanced people's ability to share knowledge and abilities
many fold compared to before the WWW....yes, usenet existed before
then, but it has gotten much more popular since.
