Newbie Needs Help = On-line Comments

Overview
======
The goal of my project is to allow external users to remotely access our server (via the Internet) and have them collaborate via on-line comments. For Example, user Bob opens Info.PDF, adds his comments, saves and closes the document. User Jane opens Info.PDF and sees Bob's comments (preferably) without having to import the comments; although the import/export of these comments is ok if that is the only way to do it.

Required:
=======
External users to be able to connect to our dedicated server.
External users need to be able to post/upload their 'on-line' comments.
Comments are available to all users automatically (i.e. no import of comments [If Possible]) upon opening the .pdf doc.
Exporting and Importing of comments is ok as a solution, if that is the only way.

Work Preformed
============
W2k Server built allowing:-
-HTTP access via password to server thru firewall allowing users to read/see files and download .pdf files.
-FTP Access (same as above). With a view to allowing docs to be edited in real time (i.e. one user at a time making amendments).

Issues/Questions
=============
The main question is, What is the best way to achieve the above goals?
It seems impossible to allow the direct saving of the .pdf docs to a FTP location. I have to work on the document, save it locally then drag and drop back onto the FTP location. This overwrites the existing document and therefore will potentially lose the other users work. Is there a way to over come this? Is the only way via import/export?

The problem I'm have with the import/export method is that all users (seem?) to be unable to directly export/save to the FTP location from within adobe. I've created a "Network Place" within "My Network Places". Within Adobe, I select the comments to be exported, goto my FTP "network place", enter the password. When I click save, Adobe looks like it saving the comments, but nothing appears on the FTP box. The comments actually appear in my "My Documents" location on the local disk!

I'm logged on everywhere as administrator, so rights don't seem to be the issue, but either way, I'm lost……
Feedback, ideas or advice requested.
