Convert from jpg to pdf

I'm using Adobe Acrobat 6 CE Professional. I have a JPG that is 1700x2199
and 213 KB.
After converting (r-click>convert to PDF) it comes out to be 448 KB.

Is there a way to convert this jpg and make the file size not come out
bigger after the conversion?
