How to type in pdf file

I am new to PDF file. I have a application form (pdf file) that will be put on Internet to let user input information and print out. I found some web sites have pdf files that can type text online, but my pdf file cannot. When the little hand over the check box and click it, nothing happened. How can I make my pdf file be able to type in directly, but not print it out first and then write down by hand?
