Do you perhaps mean a "fillable" PDF file? As in a form that the user can fill in?

Where did you come across the term "workable PDF file" and exactly how was it used?

It was a local graphic company. I work for a news paper and if this was possible it would make life a lot easier. People send us PDFs that always need changing. Any help would be great.

Is virtually a self-cancelling phrase. Think of PDF documents as electronic paper and not much easier to edit than using white-out on real paper. If you are talking about minor edits like correcting typos then the tools in Acrobat can help. Other than that it's best to revert to the original and recreate the PDF.

I assume you mean editable.
If you have a full version of Acrobat and a non-secured pdf then in theory every pdf file is editable.
However do not expect to be able to make major layout changes like you do in authoring applications such as word, quark Pagemaker and Indesign.
PDF in the end, is a final format.
