Rules on what you can run as 'House Ads'???

I'm using House Ads to promote my own Apps (Android platform) but I
wondered if there are any T&Cs on whether you can use House Ads for
things like

Swapping 'free' Ads with other advertisers/developers

Using 'free' Ads to promote your favourite Apps/Games (such as things
you used in developing your Apps/Games)???

I've tried to find some T&Cs on this but I can't seem to find anything
which says if there are any rules on what you can use House Ads for???
