Asan agency, Washington State Patrol (WSP) faces the ongoing challenge of interacting with motorists who do not speak the English language. Spanish speaking motorists make up about half of licensed drivers involved in serious injury, fatal, and felony collisions within the Mid-Columbia Valley (the southeast portion of Washington State). In 2003, the El Protector program was implemented to address the increased concerns of Hispanic/Latino surnamed drivers.
The El Protector program places special emphasis on people with limited English speaking abilities. The bilingual and bicultural program provides public education through dialogue with the Hispanic/Latino community, rather than focusing on specific enforcement measures.
The program officially began on February 20, 2003 at a community meeting held in Burbank, Washington. A variety of Hispanic/Latino community leaders, state and local law enforcement officials, and members of state and national traffic safety organizations were in attendance that evening. WSP led a presentation that included statistics from all fatality and felony collisions in 2003. During the meeting, there was an overwhelming positive response and commitment from attendees to take action on the issue.
To provide Hispanic/Latino community outreach education addressing the leading causes of fatality and serious injury collisions in Washington while building and promoting positive relationships between law enforcement, the community, and our stakeholders.
MEET THE WASHINGTON STATE PATROL EL PROTECTOR Trooper Daniel Mosqueda is a nine year veteran of the Washington State Patrol. He earned his Associate of Science degree in Criminal Justice from Columbia Basin College. He is currently assigned to District Three in Kennewick and primarily works traffic enforcement in Benton, Franklin, and Walla Walla Counties. He was certified as a Drug Recognition Expert in 2018 and became a certified Child Passenger Safety Technician in 2019. He was assigned to the WSP Aggressive Driving Apprehension Team in 2018 until his selection as coordinator for the El Protector program in January 2019. This is actually my third protector buy in as many months. The first one was from Amazon and it was both hot and rough on my skin. The second one was also from Amazon and it came damaged. I don't understand how they have so many good reviews! Anyway, this one I got is cooler better and much softer on my skin. I really hope it lasts.
My allergies have also been reduced. When the guy on the chat told me that it would reduce my allergies because it's natural I though he was blowing smock up my you know what! But actually over the span of a year I did notice my allergies reducing.
Take my advice, stay away from all those cheapy protectors and get yourself this one instead. And stop reading reviews already! LOL
While players in the adult age classification are excluded from the requirement, USA Hockey continues to recommend neck laceration protectors for those playing adult hockey and remains steadfast in encouraging the use of cut-resistant socks, sleeves or undergarments for all players and on-ice officials.
Rule enforcement will be the same as any other protective equipment violation - the first violation will result in a player substitution and a team warning. Any subsequent protective equipment violations by the team during the game will result in a misconduct penalty.
If a player loses their neck laceration protector during play, it is treated the same as a mouthpiece. Play will continue until the next stoppage, then the player must replace the equipment or undergo a substitution.
Beginning in 2021, it became mandatory that all goalie chest protectors (youth, high school, collegiate, and post-collegiate) meet the NOCSAE performance standard. Goalie chest protectors that meet the performance standard could vary in product design from one manufacturer to another, but all must meet the NOCSAE ND200 standard.
Modifications to the approved rules that could jeopardize player safety, including the use of non-certified equipment, should never be made. Further, intentionally violating the rules could bring greater liability to game officials and program leaders. The USA Lacrosse insurance policy states that game officials must officiate according to the approved rules. Therefore, if the officials permit the use of non-ND200 protection, and a lawsuit resulted, officials would not be covered if any liability suits arise. Similarly, leagues that violate the approved rules could be deemed negligent, and perhaps grossly negligent, if the player were to suffer a commotio cordis event as a result of not wearing the approved protection.
