I can attest to Steve's approach here. I set up something very similar
last year on VMWare Fusion
(

and it runs so well, with such a small footprint, I haven't bothered
upgrading any part of it.
There is another route, you can go with Oracle's prebuilt images:
http://www.oracle.com/technetwork/community/developer-vm/index.html
....which include the database and other software. However you do need
a machine with a fair amount of memory & general grunt.
