[ANN] Change in licensing

Hello,

I have decided that ADC Archiver will from now on be licensed exclusively under the GNU GPLv3. The AGPLv3 license is being phased out, as I believe GPLv3 better fits the purpose of the project and is easier to understand.

This change means that ADC can still be run in virtual machine environments or as a hosted setup under the GPLv3 terms, which I am comfortable with given the current direction of the project.
