Dear all

I’m delighted to let the AdaptDev community know that the FCDO, the Thinking and Working Politically Community of Practice, and The Policy Practice have published new technical guidance on how to conduct dynamic stakeholder analysis and political network mapping https://www.gov.uk/government/publications/understanding-stakeholders-and-political-networks-practical-guidance-note

The note provides practical, step-by-step advice on how to use these tools in ways that reveal stakeholders' incentives and deep political relationships, and can inform practical choices about who to work with and how. They can be used as part of a political economy analysis process, or as a stand-alone participatory process.

Wilfred Mwamba and I have drawn on our practical experiences of using these tools over the years. We made up an illustrative agriculture reform case study to go deeper into stakeholders’ interests and influence and how political networks operate - and how they can be incentivised to change. Let us know what you think of the guidance!

Thanks to then USAID colleagues David Jacobstein, Jon Rose and Sarah Swift who initiated the process of preparing supplementary, targeted PEA/TWP guidance together with Alan Whaites from FCDO and Alina Rocha Menocal from the TWP CoP back in 2024.

Best wishes

Laure-Hélène
