I’m pleased to let you know that we have published a new Policy Practice Working Paper by Brendan Halloran on Governing Climate Action.
Climate Country Platforms (CPs) are emerging as a potential mechanism for coordinating finance, policy reform and implementation around national climate goals. Yet many of the barriers to effective climate action are not primarily technical or financial: they are rooted in political economy dynamics, weak governance, unequal power relations and limited accountability.
The paper argues that CPs will achieve transformational climate outcomes only if they move beyond coordination alone and explicitly address the governance systems shaping climate decisions, finance and implementation. Drawing on evidence from diverse domains of climate action and governance, the paper shows how political economy factors influence climate outcomes and why systems change approaches are needed to strengthen inclusive, responsive and accountable climate governance.

We are now accepting applications to the Social Norms Accelerator. We would be very grateful if you could help share this opportunity within your networks. We think the ethos embedded in the program – around the importance of analysis, feedback loops etc – fit nicely with this group.
In a nutshell, the Accelerator is a 9 month hybrid learning opportunity for small teams, put forward by their organization, to gain key social norms capacity with the intention of bringing that capacity home to their organisation. We’ve designed it to fill the implementation gap that exists – whereby experienced professionals recognize the influence of norms, but do not have the competencies to tackle them constructively as part of a multi-faceted response.
We have two information sessions coming up next week – scheduled to span time zones. See the main Accelerator page for dates/times and registration. If these times are not good for your timezone – reach out and we can figure out something that is.
Otherwise I’ve included a short blurb below about the Accelerator in the hopes that it might be possible to circulate it to others who you might feel would be interested.

BESA GLOBAL’S SOCIAL NORMS ACCELERATOR
Welcome to the Social Norms Accelerator - a 9 month hybrid learning opportunity for small teams, put forward by their organization, to gain key social norms capacity to bring home to their institution. The research is clear; norms drive corrupt practices and are more influential on behavior than formal rules. Yet, the gap is in strategically integrating social norms change work into existing conventional AC programming.
Facilitated by Cheyanne Scharbatke-Church and Diana Chigas from Besa Global’s Corruption, Justice & Legitimacy Program, The Accelerator is a carefully conceptualized program for experienced individuals to learn, apply and adapt social norms into their ‘accountable governance’ work. The small cohort will be drawn from government, civil society or multi-lateral institutions. If your organisation works at the policy or program level on issues related to transparency, accountability, integrity, ethics, public service reform/professionalization or anti-corruption – what we are calling accountable governance - and feels that engaging in the informal rules that guide behavior would enhance the effectiveness of their work, then the Accelerator might be right for you.
