The PIR Methods Menu (
https://www.3ieimpact.org/pir-methods) is a tool to help development practitioners and evaluators select and combine approaches for policy and institutional reform and other complex interventions. The Millennium Challenge Corporation (MCC) and the International Initiative for Impact Evaluation (3ie) are piloting the existing prototype to improve the tool’s usability and use.
This includes a partnership between 3ie and the MCC Tanzania Proposed Threshold Program, which is looking to apply novel approaches to designing a politically-sensitive and locally-driven program to alleviate trade barriers. In that effort, we’re looking for a consultant to support the design of the methodology that will be used to achieve that mission.
The full consultant ToR is in development. It is expected to include a) contributing to the design of an approach that combines “applied political economy analysis”, outcome mapping, network mapping and other relevant methods, b) promoting the dissemination of insights from the workshops and facilitate the use of APEA/Mapping by other programs (MCC and beyond), and c) designing a learning-and-doing program implementation approach that builds off the APEA / mapping done in the design phase. The work is expected to begin o/a October 1st with a possible mission to Tanzania in December.
