[ACTLightRail] Chief Minister preempts the STAP report on buslanes down Northbourne

I have posted an article on the latest pro public transport idea from
our Chief Minister. Interestingly, this is a proposal for a bus only
lane along Northbourne,either on road or up the median strip.

The Canberra Times article I reference also reports that the upcoming
report will be called 'Transport for Canberra'.
