India in movement…, Forest dwellers in movement…
[Based on the text below : A two-day all-India consultation organised in New Delhi by the Bhoomi Adhikar Andolan (Land Rights Movement) has just concluded, in the backdrop of the infamous ruling by the Supreme Court of India in February 2019 that decreed the eviction of millions of forest dwellers in the country and thus poses both the danger of destruction and immediate eviction of these peoples and also the annulment of the historic Forest Rights Act (The Scheduled Tribes and Other Traditional Forest Dwellers Act, 2006) that had been gained after decades of struggle and that for the first time recognised the rights and roles of forest dwelling communities in the life and preservation of forests. The amendment that has subsequently been recently proposed by the government of India to the earlier and separate colonial Indian Forests Act 1927 has only strengthened these efforts, and on the ground, the attempts by the government’s forest department to capture the forests and to evict the forests dwellers have escalated, again.

The two-day national consultation was organized in the backdrop of the Supreme Court ruling that came in February which posed a danger of destruction of immediate eviction of tribes and complete annulment of the Forest Rights Act. Meanwhile, the proposed amendment of Indian Forests Act, 1927 has strengthened these efforts and the attempts to capture the forests and the forests dwellers by the forest department have escalated, again.
This is the immediate context of the discourse but the fact which largely emerged was that the Indian ruling class is totally in the fists of national and the international capital, and whose gigantic might was on display in just concluded General Elections.
In the coming days, the corporate attacks on water, forests and land are going to become even more frequent. The slogan of ‘Land to the tillers’ has now changed to ‘Land to the corporations’. The whole focus of the government is on robbing off the wealth from the hands of the capitalists and transferring it to the capitalists. The industrial corridors, Sagarmala, Bharatmala, Bullet Train, Smart Cities, large ports, expressways, and highways are some examples where all the measures have been adopted to transfer their whole profit to the capitalist class. A major challenge before the people’s struggles today is the absence of a strong opposition in the parliament. It is the need of the hour that we go beyond agitating on streets and the politics of demands and focus on generating a collective public awareness which can stand against the burgeoning Fascism and capitalism. Today we are confronted with the challenge to protest the democracy and fight against confusion, fear and hunger- and the people’s movements have to be ready to fight this.
The main points and proposals emerging from the discussions are as follows:
The claims made under the Forest Rights Act were rejected by various ways in a planned manner. At some places, the act was not accepted at all and even today billions of Adivasis and forest dweller families are landless and wealth-less.
Proposed future programs and plans:
A committee was also formed to monitor the new measures, tactics employed, changes in the laws and other issues regarding the loot of the resources and then disseminate this information to the grassroots movements in simple language.
