Dear all,

actually today I spoke on the phone by manager from NA and it was
clearly told by National Agency that Evaluation could not be objective
if coordinator has rights to evaluate herself, or also in general each
institution can evaluate other institutions, but not itself. So... where
we come... good start I think.
